What is the state-as-violator problem in AI governance?
International AI governance frameworks position states as the primary duty-bearers responsible for protecting populations from AI-enabled harm. But when the state is itself deploying AI surveillance against activists, defenders, and criminalized communities, that entire protection architecture fails structurally. The problem is not implementation — it is architectural.
What communities does your AI governance research focus on?
Women human rights defenders, LGBTQI+ activists in criminalising jurisdictions, and environmental defenders whose states deploy AI surveillance against them. These three populations share a common structural problem: the governance frameworks that claim to protect them are built around an assumption of state good faith that does not hold for their specific situations.
